Congress passes an act and the APA provides the Agencies the authority to formulate, publish and enforce the rules.
Agencies publish rules using a standard process - first in the Federal Register (FR) as an Notice of Public Rule Making (NPR) and then as a Final Rule. On the rule’s effective date it is updated in the Electronic Code of Federal Regulations (eCFR).
Agencies may publish guidance, authority or opinions in diverse locations including their websites to assist users in understanding the rule and to provide guidance of the proper characteristics for operations.
